Villains, cool 1v1 that felt somewhat personal, cool Usop moment, a bit of stakes, I was like 10 when I first read it..
Alabasta takes this home easily.
The only thing I prefer Dressrosa over Alabasta is Gear 4.

Alabasta had significantly better fights, especially Usopp and Chopper vs. Miss Merry Christmas and Mr. 4. This was one of the most entertaining fights in the One Piece anime. Dressrosa had good flashbacks, but the rest...

In defence of Dressrosa, Kyros is the best character to come out of the two arcs, second if we include Nico Robin, but it's kinda cheating.
Fruits are definetly better in dressrosa, but Oda did Usopp too dirty. I liked the God Usopp gag, but him running away from the Tontatta and being a joke was too much. We already had an Enies Lobby, and he regressed.

Alabasta is one of my favorite arcs. Dressrosa, quite possibly my LEAST favorite

I'm a big fan of the Colosseum, it is one of the very few times Oda put some effort into actual world building.
Baroque villains are better villains tho can't deny that, but Fujitora helps tip the scale too.

He had some nice scree time :
- the fight with Ace and the comedy with it with Ace and Luffy in the bar
- he was jailed with Luffy and Usopp
- Luffy saved him etc
