That's because he has no real relevance outside of being Zoro's final obstacle to being the world's greatest swordsman, remove him from the story and Zoros personal story may get tweaked a bit but the overall story of one piece won't change whatsoever Mihawk always has been and always will be a filler character

The spread are for people directly in the race for Mihawk. Mihawk it's not in the race because he doesn't care for One Piece. He just waits at the top for the day a worthy opponent challenger will appears.

This threads just makes it clear Mihawk doesn't need One Piece to exist or be relevant. While all of the people in the One Piece race spread. You take away One Piece and there goes their relevance.

Its almost like Oda secretly wanted to write a story about a swordsman journey to the top and along the way he decided to add One Piece piece and more characters to make the story bigger and longer.
