Kong has consistently been irrelevant. Since Luffy defeated Crocodile, we have consistently seen the fleet admiral and the Gorosei react to and make decisions regarding his actions, this has been going on for 20 years. Even when the marines have some sort of issue, like Kuzan leaving hq without letting anyone know, they directly contact the Gorosei. We have seen the fleet admiral have direct meetings with the Gorosei, host warlord meetings, meet with naval intelligence, even Sengoku was shown trying to figure out the situation with Impel Down. Kong is irrelevant, and worst of all, he´s looking irrelevant 44 years ago, when his fans assured us he would have been the rival of Rocks or something, which is obviously not the case.

Those aren't even all his sweat panels. Tbh Kong might be slightly higher percentage wise but considering Sweatgoku has like hundreds more panels and it's still close percentage wise is kinda crazy.
