The world championship is a competition with about 10,000 entries and at the end of the season the 8 highest ranked individuals fight in the tournament currently to determine who's world champion.

Ranks 10,000-1000 (Pokeball tier)
999-100 (Great Ball)
99-9 (Ultra Ball)
8-1 Masters 8

There is no bias in who's world champion. Leon had to earn it by beating Lance in the previous season.
