kaido gave the right to challenge any Calamity of their choosing to whoever brought back Yamato..
The Beast Pirates are based on meritocracy and power, you rise through the ranks as you go.. Yet they
have the choice to fight any commander of their choosing instead of working their way up by challenging
Jack first being the weakest, you don't become a Tobiroppo by beating the strongests.. You work your way up
unless you are well above..


Sasaki and Who'sWho are both captains who want to rise up the ranks and challenge an All-Star.. However only
Who'sWho reaction is shown upon the announcement..



As it happens, Queen is not there and when kaido asks if theres a problem with his decision both respond, not at
all.. Sasaki and Who'sWho want a calamity seat, Jack and king are present..

The Normal way would be that Sasaki wants to fight Jack because he's the weaker Calamity and they are both Fishmen..
Then there is Who'sWho, he's Cocky, Greedy and talks back to king.. And like king they are both Carnivorous Zoans
plus it's suggested that he fights with a sword that has a golden hilt not been used so far and replaced it with a dagger
against Jinbei which he used only once..

For the people saying that Oda made such a mistake look at Sasaki he had an unordinary sword too and he used it in his fighting style..
lt was very much intentional..




This leads to another point.. Who'sWho was not fighting at his full power versus Jinbei..

- Not using his main weapon..
- Casually talking while fighting..
- Jinbei himself said Who'sWho came to that fight mentally half prepared..
- Chapter 981 Who'sWho says it's better to challenge a calamity than to get achievements from pursuing kidd and Luffy..
At the time those 2 are above Jack for sure so Who'sWho prefer having the right to fight king than going after Luffy & the rest..

A major sign that Who'sWho is a potential All-Star is that his Hybrid form was revealed in the same chapter as Queen, chapter 1017..

One more, Who'sWho is an ex CP9 agent that was said to have as much potential than the Genius Rob Lucci.. His Zoan devil
fruit is also a superior version than Lucci..

Then there's this other mystery about Who'sWho that wasn't revealed.. Each Tobiroppo and higher are a One Piece race..

kaido - Oni
king - Lunarian
Queen - Cyborg(not considered Human)
Jack - Fishman
Black Maria - Oni
Sasaki - Fishman
Ulti - Fishman
Page One - Fishman

All this taken into account it should be obvious with Who'sWho tattoo that he's a Three eyed race.. A clan that
powers are still unknown.. A power hyped by Pudding in WCl.. And Bao Huang's weird eye paper and transmission
ability.. When you put those notions together it's even more likely that Who'sWho is a Three Eye and special..


Who'sWho's Bounty is 546 Million and it's very high for someone who gained such infamy being the Captain pirate of his own crew..
He didn't ride kaido's back like Jack since he was 8 years old.. He made a name for himself alone and Jinbei said it's hard to increase your
Bounty after 400 Million as a Pirate Captain.. Also Jinbei's Bounty didn't rise after Joining Big Mom's crew.. Thus Who'sWho being
546 Million is very impressive on par with Law, Luffy, and Lidd in the New World..

Yeah, one is over 500 mill. One isn't. That's like saying Katakuri and Smoothie are the same because they're close. The only non-M3 Monster Trio above 500 is Robin, due to poneglyph knowledge. Even Izo, who was probably the strongest Mid Tier in WB's crew was 510 mil.

WW got combat hype for being compared to Lucci, and guarding Gomu Gomu. Sasaki got none of that.

They were not rivaling each other for power they wanted the right to challenge a Calamity make the difference..
lt was never stated that Sasaki wanted to challenge a calamity..
lt's way harder to reach 546M than 472M as pirate Captains..

I can agree that WW has enough content to be easily declared as the strongest tobiroppo.

But comparing him to Jack is a level of handjob that has crossed all limits.
