Katarina taking Saturn’s form is now a Chekhov’s gun. At some point Katarina has to impersonate Saturn to do something.

The two main problems are

1. the Gorosei themselves (and maybe Imu) cannot fall for this impersonation because of the telepathy.

2. The Gorosei are doing things in public. Like Katarina can’t show up in Mariejois or like Marineford and give orders because everyone knows where the real Saturn is

So how exactly will this Chekhov’s gun be fired?

Step 1: The location and activities of the Gorosei must become a mystery again

The Gorosei can’t even go back to Mariejois really since that’s where everyone already expected them to all be so if Katarina appears in Marineford, people will just ask why she isn’t in Mariejois.

the Gorosei have to go on the move somehow in places where their locations can’t be verified.

Step 2: Saturn cannot die on Egghead.

This was a theory that Saturn would die here. That can’t happen anymore because the Gorosei would immediately know if he died and announce it and Katarina can’t show up as person who is confirmed dead.

If for whatever reason the Gorosei are incapable of announcing that Saturn has died then that’s fine.

After these two steps we can start theorizing about what Katarina can actually do within these parameters.

- Katarina can kidnap the Seraphims. Katarina can give them orders to follow the orders of the Blackbeard pirates and they’ll obey as long as no other Gorosei says otherwise. And Van Augur can teleport them away. This though requires Katarina and friends to know how the seraphim commands work which is possible since they encountered them on Amazon lily a long time ago.

- Katarina can declare Teach a world government member. This is the original goal and AS LONG AS no one can verify where Saturn is after egghead and they’ve received no reports that Saturn died in Egghead, Katarina can show up in Marineford or Mariejois or wherever and sign a document or whatever that makes Teach part of the WG

- Katarina poses a hostage of Blackbeard to grant Teach access to Mariejois during some kind of Hostage deal. We assume teach only wants to be WG member to get access to Mariejois so instead of being becoming a king he enters Mariejois as a terrorist exchanging Saturn for like the Celestial Dragon gold or something.

These last two actions require that the other Gorosei are somehow incapable of stopping them. This can occur under certain conditions

a) The Gorosei fail to hear about Katarina declaring Teach a member of the government. This is possible if there are no marines to report this to the Gorosei. Remember that Step 1 above is that the location and actions of Gorosei must no longer be known even by the Marines. The Gorosei cannot be at Mariejois after Egghead. Maybe they go off on secret missions given by Imu to collect the Ancient Weapons which they can’t tell the marines about since Vegapunk has now scared everyone regarding the ancient weapons OR…

b) THE GOROSEI ALL DIE ON EGGHEAD. Think about it. Only the other Gorosei can confirm or deny Katarina is impersonating Saturn. And only the other Gorosei can confirm or deny other Gorosei have died. Remember Step 2 is that Saturn cannot die because The other Gorosei would immediately know and inform the marines. Well, what happens if ALL OF THEM die?

There will not be anyone to confirm or deny their deaths and that’s the key. No one will be able to CONFIRM their deaths. That’s when Katarina Saturn reappears out of nowhere as a hostage of Blackbeard, because no one can actually verify he died since none of the other Gorosei are present.

You can already see that this too is circumstantial and based on other things.

> the method of the Gorosei’s deaths must be FAST and INCONCLUSIVE. It must be fast so that the one Gorosei cannot report anything when the other dies. It must be INCONCLUSIVE so that it’s possible for someone to have survived so that Katarina as Saturn can say she survived. How does this happen? Well, DEATH LASER of course. The marines have no bodies to ID whether the Gorosei died.

> Oda’s willingness to kill off potential opponents like this. That’s thing, they don’t have to all die. Just Saturn does. Remember the theory I mentioned above of Saturn dying. The other Gorosei don’t have to die, they simply have to be removed from the plot long enough for Teach to do everything he wants.

Here’s the scenario. As the death laser falls down, Saturn tries to teleport everyone away. The teleportation doesn’t work well enough and the Gorosei are scattered around the world (sabaody parallel) as Saturn dies. Or the Death laser actually hits them all and the limit of their regeneration is reached and it’s like they need to sacrifice one of them to heal the others. Saturn gives his regeneration to the rest and dies. The rest spend a lot of time offscreen regenerating and crawling out of the Hole in the sea somehow.

Lastly there’s the questions of why does Imu fire the Death laser on his mother flame factory and why does he risk murdering his own men and why doesn’t Imu confirm that Katarina is Saturn?

These are easy to answer. Imu is an idiot. A callous evil cruel idiot. His entire reason for nuking Lulucia and not Kamabaka or Wano or whatever is that it’s close. Villains not caring about their subordinates and doing stupid shit is One piece 101 baby. And why doesn’t Imu confirm Katarina is Saturn? Who will he tell? The marines would only believe such a thing if someone credible told them. And the only credible sources according to them are all dead. Imu cannot reveal himself so he can’t come and out and say “I’m the king of the world and that ain’t my servant”

Done. This isn’t Teach’s plan entirely but this is like Impel down where Teach didn’t plan for Luffy to start a riot but he definitely took advantage of the whole thing to great

I think the more simple answer is that Oda keeps this in his back pocket anytime the BBP need to be in some place they shouldn't be (to get past the Divine Gate, into Mariejoa, etc.)

Random marines/WG employees aren't going to have a constant idea of where all the Gorosei are, so to get clearance past some checkpoint without issue he can just say that Catarina impersonated Saturn and ordered them to, which they'd not question. None of the Gorosei need to die to make this work, or be otherwise unaccounted for.

The Gorosei can’t even go back to Mariejois
i mean.... that's not confirmed? It's totally possible Imu could teleport them back if they wished.

If for whatever reason the Gorosei are incapable of announcing that Saturn has died then that’s fine.
it is possible they would choose to hide the fact to protect the image of the World Government

i think whatever teach's plan is, he's doing it off screen right now. they know all 5 gorosei are on egghead right now. they could have immediately teleported to marie geoise

I don’t think teach can go all the way into Mariejois just from no one realizing that Saturn should already be in Mariejois

Saturn always has marine escorts so how would he appear alone and somehow have a bunch of pirates surrounding him and granting all of them access to Mariejois

That’s too suspicious. Like Saturn walks up with Blackbeard behind him and says “let all of us into Mariejois” and no one gets suspicious?

I’m talking about the story needs Katarina as Saturn to show up in a place where no one expected Saturn to be and that can’t happen if EVERYONE KNOWS where the real Saturn already is

I'd be very surprised if this was the final fight for anyone other than Saturn; we haven't explored the backstories of any of the other four yet and for guys who have been in the story so long one would assume Oda wants their battles to mean more to the reader. As it stands there's very little personal beef built up for anyone but Saturn since aside from killing Cobra they've all been pretty much hands-off up to now.
