Exactly these two are held back since the moment they joined. You tell me how a woman who's been an assassin most her life joined a revolutionary army that most of them are experts in haki and displayed nothing of it . And tell me how a cyborg with a huge battle robot hadn't gotten an upgrade for it since the timeskip ?

1- the last power up for robin would definitely be her mastering the two types of haki ( armament and observation) and mixing them with her devil fruit power . Same way luffy is doing at the moment . I won't say awakening the devil fruit bcs that demonio fleur form is enough of an insane transformation and mixed with haki will be insane . When it comes to franky i believe he'll be the captain of pluton as he has memorized the papers for it he'll definitely make it and be it's captain . Other than that i can see him developping his general by the help of vegapunk to be more efficient
2 yes 100% they're becoming commander level , i mean they're already close . Not thaat close but i can say closer to jack level or smoothie level so by the end and if oda gives them the proper power ups they're going to be a powerhouse
