I doubt it.Oda goes with the happy ending route most of the arcs.It would feel anti-climatic to have Luffy fail his mission after all he went trought.

They massacre Fishman and label them as just β€œfish”

Ignoring the personal insults for the time being, I'd like to emphasize that yes, they commit henius crimes, like: slavery, murder, mass murder etc. But that's child level villain action without any grand objective behind it, only Imu and the gorosei commit crimes for a reason, the celestial Dragons do so just because of the culture they grew up in. For celestial Dragons who are not smart, I want to emphasize it again, They are oblivious of the crimes they commit, since they don't have the capacity to nether understand or comprehend the evil behind their actions. Yes, you can hate them as human beings, but characters in a story aren't really human beings, in a story you hate them as villains, not as humans, and as villains they are the most simple, unpolished, very crude children's book villain. There's no depth to them, no grand planning, no purpose... the reason I brought up the game of thrones villains is because of their depth of action, they weren't doing evil because they were dumb, no, they were doing it because they didn't have value for others, they were sacrificing anyone or anything for their goals, but they knew what they were doing; they were smart, comprehensive. They didn't kill far the sake of killing, like celestial Dragons, they did it because they put their own interests above other's lives. And obviously there were sycophant villains in game of thrones as well, like King Joffrey, but they were hateble thanks to well performed acting and a lot of screen time. I'm not excluding the possibility that in the future Oda might introduce a celestial Dragon villain that could be hateble. But for now it's one 2D character killing another 2D character, I don't feel anything for now.

Bruh are you seriously comparing a shonen manga to game of thrones?? One Piece is a childish story with childish villains and childish heroes.
