Wano wins because of King's Godly greatness for me in particular.

Calamities have been by far the best villains in a while.

Dressrosa had by far the worst with the doffy family. None of them were threatening or fun. Most just downright annoying.

They all suck with the exception of Doflamingo. Anyone claiming the mute King is a good villain is beyond help, anyone claiming the walking PIS in Queen is a good villain is beyond help, anyone claiming the walking meat head punching bag Kaido is a good villain is beyond help, anyone claiming the walking plot device Big Mom is a good villain is beyond help, anyone claiming the walking off screen Jack is a good villain is beyond help. Oda sucks at creating interesting characters beyond their "hype introductions" which is what all these characters are based off just hype and no quality substance.

Beast Pirates I guess, all three don't hold a candle to CP9, Baroque Works, or even the fucking Arlong Pirates lol.

While the flying 6 was underwhelming‚ the Calamities really more than made up for it. WCI only has Katakuri and Dreserosa only has Doffy‚ Trebol and Pica. So Wano

I think Doflamingo albeit not as powerful as King was probably the most intriguing character amongst all in a non battle related aspect.

I picked Wano cuz there's more villains in that arc. Big Mom and Doffy are the only interesting villains in their respective arcs.

It's WCI. That was when Big Mom was actually a good villain and felt the most threatening. Katakuri is obvious, but Perospero was actually a very nice surprise in that arc. His synergy with Katakuri and then Big Mom is what made for the most threatening moments among all 3 arcs. He even came to Wano to give us the best line while the Beast Pirates were busy failing to be intimidating.

Doflamingo is my single favourite out of all of them, but in terms of overall villainy it is the Big Mom Pirates for the Tea Party.

I think the ones who think he is too cruel are mostly hypocritical and they probably also liked these kinds of characters at least once

It's easily Dressrosa for me.Doflamingo was the most menacing and actually interesting villain of the entire story.Then you have Vergo whom we all hated for what he did to Corazon.Diamante was horrible too and it felt so good when Kyros put him down.
Senor Pink was easily one of the best written characters ever too.I can't name one character in Wano that's more interesting than Senor Pink (a very secondary character) other than maybe King.
Even though Doffy's crew overall lacked in strength they were actually intriguing.

Vergo wasn’t in Dressrosa and Senor pink doesn’t make up for the annoyance that was Giolla, Lao G, Trebol, Pica, and Diamanté.

Pica was also quite funny and Vergo was VerGod expecially if you ask critical
