those three being top tiers is almost certain but being a top tier and being kaido level are two completely different things so I don't know

venus still needs to prove he is even base kaido level so he needs to beat a team stronger than 3 yc1 so basically he would need to beat sanji and 3 seraphims or he needs to beat a team at least stronger than the 9 scabbards
