Why can some animals speak telepathically and others can't?
1. Eastern beliefs include that all forms of life have different levels of life force energy.
2. Microscopic ones have practically no life force energy at all and are often considered lifeless.
3. Large ones, like the elephant, are considered intelligent animals because they have a significant amount of life force energy compared to others.
In my opinion, this is why Sea Kings and Zunisha are able to communicate with people like Roger, Luffy, Oden, and Shirahoshi. However, they aren't known to communicate via psychic links with smaller animals. This makes Chopper's ability to translate what they're saying invaluable.
Although Chopper can translate for them, they speak in non-sophisticated ways often expressing their immediate feelings about the environment (simple thoughts). On the other hand, larger animals often express sophisticated language involving abstract ideas and planning (complex thoughts).
