Powers & Abilities Any one find it weird that Doflamingo and Katakuri don't have adv COA nor adv COC

Advanced haki is a top tier ability. The top of the high tiers generally speaking have one or two top tier stats but that's about it. If Katakuri had a good Adv CoA and Adv CoO, he would be a plain top tier basically and would completely destroy any non high tier. Things would become unbalanced, plus you could say this about literally any character who's older than 30.. well, why doesn't someone like Moriah know awakening ? why don't marine vice admirals attain adv CoA after having so much time mastering armament ? Potential. All characters have a different potential. Plus, the most important thing when it comes to haki, will power. Not all characters possess the will of the likes of Kaido, Big Mom, Shanks, Luffy, Zoro .. thus not all characters attain the same level of mastery as them. It's pretty simple actually.
As for Crocodile, that's most likely a case of it not being thought out at the time. One Piece was supposed to be much shorter than what it became. Oda has even admitted Crocodile was defeated too early in the story. He was retconned in MF basically and will certainly come back as either a top mid tier or a high tier, that's for sure. And he will certainly have haki.

Luffy is prodigy? He awakened CoC way after Doffy and Ace.
Marguerite at age 16 already was using haki on weapons(Ryou if you want to).
He doesn't look like a prodigy to me.
Age means nothing, it's all about the characters fighting experience, training, the information he gets to help properly develop haki and Devil Fruit and of course, powercreep.
Doflamingo had awakening after ages of nothing about it to show that he excelled at DF. Katakuri had advanced CoO and above average CoA as he talked about levels + awakening too showing more balance between Haki and DF.
As many already pointed, Big Mom and Kaido are yet to show advanced CoA and CoO + confirm awakening even though they are the top pirates and have decades of experience. For all we know, they just seem to be too comfortable with base CoA and Advanced CoC, being the fighting style that fits their personality and powers.
