I cant see Oda "disrespecting" Kuzan so much giving him a lower bounty than Luffy/Buggy.
Someone would say that he wouldnt disrespect the Admirals with Karasu & Morley incident but its not the same case.

What if he knows some government secrets? He could blow the lid off the Ohara incident, revealing that they weren't demons and that the whole attack on Ohara was just government corruption and propaganda. Also his Devil Fruit power is pretty deadly and it seems like something the WG wouldn't want under the command of Blackbeard.
