I came across this cool theory by Dawn & Dusk, watch below from 5:20:

Kuzan did not use his fruit because he wanted to prove to be equal to Garp only on his training, how can you guys be so dense to miss symbolism even when it's actually spelled out.
We have NEVER seen Kuzan fight without his fruit except against Garp, so it's clear he wants to fight him as his "equal", at least in the last chapter.
