Also, I targeted Charlie to see who he visited last cycle, and bud was going around the city visiting everyone and their mother.

Dude used more abilities than homeless dude on crack, I went back and checked if there was any ability in cycle one that had this many targets, but didn't find one, so the dude was simply just blasting abilities on people left and right entire of last cycle lol.
