In the Rocks era, Kong was admiral and Garp, Sengoku, and Tsuru were VAs.
We can be fairly certain that all were in their prime as they were middle aged adults and Garp even showed ACoC.
Does this mean there was a fleet admiral at the time even above Kong? 2 more admirals above Garp and Sengoku?
I’m not so sure. I think it’s more likely that the current marine ranks are inflated. As piracy grew, the WG needed to give more authority to the marines. The CDs probably also wanted more admirals directly under them after GV happened. Hence you get the 1 FA, 3 admiral set up of the modern era.
But nothing suggests there was always a fleet admiral and 3 admirals. Just like nothing suggests there were always 4 yonko.
Currently, while the fleet admiral is a rank in the US Navy, nobody actually holds this rank. The government hasn’t needed to give it out since WWII.
it’s the same with the WG. FA always existed as a rank, but it wasn’t always used. Top tier marines also weren’t always made admirals.
