The databook is very obviously not saying Sasuke is stronger than every member of Akatsuki. I would say that once again, Japanese language means you can refer to people both as an invidudual, and as a collective. I.e, you can see carrot call Katakuri "Big Mom Pirates".
Let's say you saw a databook where some character overpowered "Black Widow" and the databook read "Charaacter X was able to overpower the Avengers" hopefully you'll understand they didn't mean Thor.
Now, I was about to break i not your second point, but I'll stop here. As with the first one, you're adding words that were never there. If they wanted to say "every akatsuki member" and "strongest shinobi ever" they would say that.
