In the short term, removing the D may sound ridiculous when Luffy is more than well known at this point, but if Luffy's reign lasted 40-50 years, which would be normal, after so long, people would forget about the D.
If you want to understand someone's way of acting, put yourself in their shoes. We know that Luffy is going to overthrow the government in 1-2 years at most, but the government doesn't have the same information as us as viewers. It's normal for them to think long term, that's what makes One Piece great.
