Yes. Especially Nasujuro isn't a "pure" swordsman. He didn't even cut the Pacifista. The sword is just a medium to channel his freezing power

The only sword-men in the series are those with the Supa Supa no Mi, so Daz Bonez and S-Hawk (and sometimes Baby 5 when she chooses to turn into a sword)

Brook also freezes things and he is a swordsman.
Having a DF has no bearing or whether someone is or is not a swordsman.

A spider DF could give additional arms. Lika Hachi and Hyouzou have naturally. Or poison. Like Hyouzou has naturally.

The Gorosei's hype is all about monstrous haki that dwarfs Shanks' haki (Zoro didn't give a single fuck about it) so Nusjuro is 100% not a swordsman.
