Renpa did basically raise Rinko from what we know

Genpou seemed to teach/raise Renpa. Kyou'En was recruited after a loss like Akou it seems like. Zero idea for Kaishibou
Rinko was taught by Genpou too, when it came to strategy Genpou was the man
Kyouen fought the goats of the manga long before he joined Renpa
But still Renpa's presence and overall military knowledge no doubt boosts the strengths of each of his commanders, same can't be said for Mougou. Ousen is on the extreme side when it comes to nurturing generals from scratch

Mougou is Mougou because he has that kind of talent. We would never heard of him if he didn’t have that eye to recruit insane people.
