I think the only logic that robustly applies is based off the reverse reasoning as to why Oda allegedly moved the scene from the rooftop: chronological fitting sequence of events that makes sense...

Nami's line is clearly in reference to Zeus. Whether it means she gets him back, or takes advantage of a stray attack from Linlin's, is anyone's guess. Regardless, something has to happen above the roof to make it possible.
