Its also possible that S-Flamingo or S-Gecko is directly protecting Gorosei right now, otherwise there is no point on giving Gorosei control over Seraphims since it doesn't work over den den mushi.

The goal is for them to grow as equals. But I doubt as kids they're = originals.

I personally don't think there are more than seven (or eight) of them, but why not? Because of production costs? In principle, the World Govt should have no difficulty in allocating huge funds for defense.
