Sky Islands for the most part seem to be cut off from the World below. Even though they are hard to get too, there are ways to do so. The Knock Up Streams, and Apparently Mountain hopping is possible "According to Gan Fell".
And while many even in the Grand Line don't believe in Sky Islands could there be Sky Islands in the World Government?

I don't think they are, but I think we'll learn more about them and just the one piece world in general come Elbaf. I do believe what Gan Fall referred to as High West is actually the huge tree on Elbaf, or a huge mountain there.

I don't think they are. They are a mythical place to be honest. Not many people even know of their existence. Even the Kid Alliance spoke of Sorajima (when Kaido fell) as if it was a legend.

Although I don't doubt that the higher ups of the WG know about it. They probably left them alone because trying to conquer them would end up with the majority of the Marines dead due to how dangerous the routes are
