I still think there's a lot of unintroduced strong characters and old top tiers like Shiki, Scopper and Zephyr still around who should be counted. Should be a lot of strong giants, WG employees leftover, and I bet there's a few Joyboy allies left like Emeth

I can only base it off of characters that have been introduced. If we start counting gods knights and shit you might be right.
