Vinsmokes are literally one of the richest and powerful family. Sanji's current strength comes from that scientific altering. No need of powerful genetic because it's the money, influence and power of Germa that helped all the Vinsmokes. Exactly the definition of a nepo kids.
Yes they are normal humans exactly like Luffy or Zoro, but difference the two trained their asses off and became a superhuman. No one helped them. And Monkey D. or Roronoa's names didn't help them at all anywhere ...

Sanji’s current strength is enhanced by Germa science, yeah. I don’t really see anyone that’s arguing against that
My sole point was that being a Vinsmoke doesn’t make you stronger or better than anyone else. They’re born as normal humans (unless they go out of their way to genetically enhance their children) and there isn’t a single top or even commander tier combatant that became as strong as they are through money or resources. It’s 99% training across the board
Even past that there are a very small handful of characters that are carried by their genetics

Being rich and having resources in One Piece is meaningless in terms of strength (which is what's relevant in the OP verse)
