Photoshop. Since I don't have it anymore, I use Gimp and Pixlr. Gimp you'll have to download and Pixlr is a site. Both are free.

I was trying with Lightx just to pass time and it seems fairly decent (free too) but I really have no idea about the size of tags or how to add that bottom line with text.

The text is easy to add ofc.

Pixlr and Gimp aren't half as good as PS but they're better than nothing. They're good to use when you don't have PS.

Tag size can be anything that's roughly 200x100. I personally go for 200x105.
