Haki, speed (not all chars, for example Kizaru), durability (not all), experience, etc won't change without a DF.
Law tanked hits from Great Big Mom > Adv CoC attacks from normal BigMom for example, his DF didnt help at all.

Any relevant character with a DF would still be strong without their DF. We even have canon info about this with Ace vs Blackbeard lmao.
