Well its just that Luffy lacks WSM-material fighters right now. Theres already Zoro who will achieve the strongest WSS ever, meaning imo similar to Prime WB more or less. But i must say that Sanji didnt have that narrative to be potentially WSM material.
Luffy is gonna be the strongest ever himself, but until now he lacks the number of WSMs on his ship, thats why i vouch on Yamato to join.

Sanji has that narrative, kind of, he's just blessed with strength and no matter how the plot goes oda keeps the most basic dynamics of the crew clear, some people were saying that eos sanji isn't gonna be past 1st commanders and currently it's debatable wether or not he is stronger than Kata

Cocting automatically puts you on Top Tier, even if it's the weakest top tier you can think of (e.g. Kidd). With Kaido genes, at least you won't just become an average top tier.

The only way Roger and Garp took down Rocks Pirates is if Garp and Roger did a Law/Kid vs Big mom on Rocks while the rest of the crew sat back and watched.
We are talking about Big Mom, Shiki, WB, Young Kaido, Ou Kotsu and Captain John. That's the only logical explanation. I don't think any will ever surpass Rocks. The crew was just too strong.

CoC coating is proof of a very strong individual, as said by Kaido himself. Kaido, or Oda using Kaido as medium, confirmed that Yamato is part of Top Tier group.
I believe that Yamato won't just be a normal/standard Top Tier because I already consider her as SH.
SH is stronger the more they progress, thus, Yamato will be above average Top Tier.

As for the criterion, that's just our difference in categorizing then. My Top Tier consists of some of YC1 characters, Admiral, Yonko, and some big names like Mihawk.
So my ranges of Top Tier would be someone like current Kidd/Law/Zoro/Yamato, Marco as the bottom Top Tier, Admiral Yonko Mihawk etc as middle Top Tier, and Roger, Xebec, prime Garp as upper Top Tier. Basically, my Top Tier is ~20 characters.
