And when you have an answer and share it in the game, you receive feedback and always have to go back on that read and check what happened after, who agreed, who was against, if you made some waves with it, if no one cared, what wagons were active at that moment, what are the changes in wagons if any, and so on.
Look at the game as a whole and don't spend time in tunnels, narrowing the game view is damaging town on long term.
