The point is, there's a possibility that non awakened users arent incompetent, they are incompatible.

This makes the most sense. Awakened DF users aren't merely strong DF users, they are the perfect fit for their DF.

Law is a doctor, he is capable of using the ope ope no mi to its full potential
Luffy is joyboy, he is capable of using the nika fruit to its full potential

Luffy would never be able to awaken the ope ope no mi, even if he was roger level. Why? Because the ope ope no mi is meant for doctors and Luffy is a moron.

Similarly, Law could never unlock the Nika fruit no matter how strong he is because Law simply isn't Joyboy.
