I think Luffy have more meaningful interactions with Usopp and Chopper more pre-timeskip.... Now, Luffy barely talk to them.

To be fair there's a lot less downtime post timeskip than there was pre timeskip

Now there's almost always something important going on so we don't see them talking as much but we do know they hang out a lot

Robin is always in the corner reading, Franky is doing his thing below deck, Zoro is training, Sanji is cooking, Brook is... singing, Nami is charting, while Usopp and Chopper are goofing off with Luffy fishing or something

- Brook : Got invited by Luffy at the first sight, Sanji got invited after he shows value
- Jinbe : He is there when Luffy lose Ace, Sanji didn't
- Yamato : Yamato risked her life getting killed for Luffy, Sanji is the only SH to almost kill Luffy

Conclusion, Sanji is the answer.

Luffy interacted with Franky for the last time in Dressrosa and never again for almost 10 years in real-life time after that (at least perhaps until recently when they went to Egghead). Perhaps Franky's refusal to eat Ace's DF had something to do with it.
