No, Oda didn't forget him. There is a reason why he isn't showing him right now. Obviously, Hawkins is planning something great and since he is an opportunist, I wouldn't be surprised if he joined the alliance against the 2 Yonko.
We just have to wait, since Oda is focussing on the huge battle right now.

Hawkins still has his very important tarot cards that cannot be forgotten and neglected that easily. They will play a big role later on as well. We just need to wait a little longer for Hawkins to appear again and get a good fight.

We don't know how Urouge is going to be like yet however. We hardly know what he actually even went through so far and we can merely speculate about it basing ourselves off something that we can't even decipher. So we don't know what happened with his powers and whether or not he got more haxxed. Furthermore, he never disclosed too much about his DF, eventually.
