I'm actually curious, the members of the beast pirates with the ones with black devil horns are smile users at least, we saw this back during the Zou arc with Jack and his subordinates, and this has always been the case. Their cover could be blown during the festival if the Gifters were asked to transform but the ones in the alliance with the disguise can't since they don't have the devil fruits. If Queen ordered someone from the alliance with black horns to transform into their Zoan form........

Actually BossYimz made that. But it was related to maybe their importance for the war and it seems he was right because the three people from the last chapter who had the curvy horns, disappeared. Why? Oda loves to give little hints and remove it to make people crazy lol.
