We dont know how skilled someone is until we see them fight, Beckman can be only shooting for all we know.

I will also not count other New Gen as they are still a Work in Progress. Imo Top 5 Fighters so far are:

Dracule Mihawk
Silvers Rayleigh
Rob Lucci
Fujitora Issho
Benn Beckman

Mihawk. Dude is yet to be touched in the series.

The man whos remains scarless with zero durability boost unlike Kaido or other special races. The man who waits upon his summit. He's the best fighter in the series

Lucci is probably one of the best when it comes to CQC.
Mihawk is more skilled than Shanks in swords, nobody swings a sword better than him.
The admirals have shown high skill in their DF/Haki usage, like Akainu dodging attacks from Marco and Vista, or Aokiji dodging WB's stab at point blank.
Doffy and Katakuri use their DFs very well and reached awakening.

We haven’t seen him fight so him being the best fighter his head can especially when oda can’t even draw sword fight

I think I have to go with Mihawk in terms of pure skill.

Luffy. He always gives his all. Haki, gear's, endurance.
Zoro. Exactly. Suffice it to recall Zoro vs Daz Bones and Zoro vs Kaido.
Doflamingo and Kata. Also gave it their all. Awakening, owning the fruit and the haki at the height.
I would also add kaido to the list, but the fact is that he had many abilities, but rarely used them. For example haki observation and awakening.

Potential wise, I think Big Mom would have very strong if she was more competent and smarter with her abilities.
