How about excluding the finalists of previous tournaments as possible choices for all next ones?
That would guarantee people not picking songs that could be clear favorites, but more importantly we would hear some new and unexpected stuff

Generally make all sign ups of the previous tournaments on some kind of cooldown. + ban HST
