While I like Arthas, I don't think Johan is surpassable.

However I don't see why Light should win over Dio. They both have the same complex, but extremely different in how they act it out.
Dio is much more than what meets the eye, his messiah complex and influence which is strong even long after his death. Light went out like a crying bitch, so yeah, Dio is the easy choice.
