He clearly didn't, as least not because he actually wanted to. As someone else had said, he's probably only doing their bidding so he can find out more about the Nika fruit and stop it from getting into the wrong hands.

Shanks got confirmed to be a hero despite working for the WG as he was a double agent using his authority and high family status to protect the poor meanwhile Posthawk is nothing but an irrelevant government cuck and bent his back over for them despite being “marine hunter” (canonical proof he was afraid of the admirals)
