All 3 are trash but Dressrosa has Issho and Doffy so it wins by default.

For me it's a toss up between Dressrosa and Wano.

Both dragged on unnecessarily though.

For sure though Doffy was wayyyyy more fleshed out and interesting than Big Mom & Kaido even if he wasn't op.
