Luffy himself was treated as a side character for 98% of the arc. He doesn't have any impactful moment since that inspiring speech in Udon. Even the panels with Luffy vs Kaidou didn't have good meaningful dialogues. Probably the only arc Oda treated Luffy worse from character and fighter POV. Ironically this is very important arc to the road of pirate king.

Panel time and focus are not the same. Most of the Luffy panels are running around or doing unimportant stuff. Oda has given more panels with proper focus to other characters though fights are rushed to some extent.

yeah "unimportant stuff" like dedicating multiple chapters to his powerup
fighting the major antagonist in the arc
or meeting potentially another crewmate of his who knew his lost brother.
