BM lacked military power in comparison with WB who has by far the strongest army between Yonko. When she talked about the giants army, she is implying that she is inferior to WB in that regard specifically.
No, Admirals never would be equal to Yonko individually. Yonko are the most special people in the One Piece world. Navy can only hold against them because of superior military army and only because Yonko don't team up between them since they are their throats at every moment, so Navy doesn't need to deal with them at their fullest capability.
