How will Oda pull this out?
That's where the "Judge connection" with Queen could come in handy for that.
There are multiple ways of doing something actually nice with that.
You could make one of Queen's plagues somehow affect Sora's drug and temporarily disable it, allowing Sanji to "enter" some kind of "mode".
You could say his fire power comes from King's race, and he was experimented by Judge long ago, and that's how Queen met King.
The possibilities are endless.
But that is just assuming Oda will actually go that route. As far as I know, that's just a discarded concept art.

Sanji's CoA is lacking, and I'm a hard believer that, instead of simply making his CoA stronger, it would be way more interesting if Sanji could have something more unique. The RS works like that, since it's durability and boost enhances that which he lacks due to the weaker CoA. But giving some extra juice by giving him even more power with the genetic mods could be the necessary boost he might need.
Or Oda can just say the RS is enough.

Let's ASSUME those were real.
They could still just be some leftover of a brainstorming session Oda had trying some new concepts for the future of the characters. Doesn't mean that they would happen even if they were real.

I get where thats coming from, but you must comprehend even if sanji doesn't need such an addition.. its still a natural possibility which can occur under certain conditions.. sanji by no means would be choosing to do so but it would be a spontaneous development in dire needs..
I don't think saying that he doesn't need those alterations boost to his lineage would refute or negate the fact its a dormant possibility that may spring into existence whenever...
In wano or after.. he might pull an insane feat needing tremendous amount of muscle work and in desperation he awakens it ...
it actually is a very factual thing.. in reality our body has limiters in it.. in a desperate situation people sometimes defy those limiters and demand tremendous adrenaline to execute something impossible... like once a guy picked up a whole car after breaking such limiters in reality.. even breath of all things was an awakening of zoro's senses.
so sanji having such development is natural.. ig you didn't consider that possibility yet

I can just say that it would make at least sense since he is probably fighting Queen and he didn't look like quite probably capable to defeat him so far, as I don't see it being probably different from a 1 on 1.
But regardless from this, I can see the transformation happening during the last moments of the fight because it would make sense from a narrative point of view considering that soon Sanji will have his most difficult fight in all the manga and that's how usually shonen work: a character unlocks a new mode in a moment of extreme crysis to surpass his limits.
Just like Zoro unlocked CoC against Kaido few chapters ago.
It's a very common shonen mechanic.
