I don't know why people think he doesn't have it. Is it because he's (sometimes) cowardly? Because keep in mind, Doflamingo was so afraid of Kaido his entire face was drenched in sweat just thinking about facing him. He treated Kaido like he was the grim reaper.
Yet he was still a conqueror.
Also, iirc, BB wants to be king of the world. I don't know why he wouldn't be a conqueror with such a huge ambition. Plus he's shown he'll do anything to fulfill that dream.
