Actually Mihawk is more of Shanks WB considering Roger and WB were friends/rivals who deeply respected each other. So Mihawk fits way more than BB.
But actually BB fills a role even higher. If Shanks is Roger, and indeed he is the Roger of the mid gen, Luffy is the new one etc. Blackbeard is Xebec, an evil bastard who almost managed to overthrow the world. In the end it will be the usual "light vs dark" with Luffy being the inheritor of not just Roger and Shanks but Joyboy, of course, so the same shit we have seen in Naruto while BB is 99.9% sure the inheritor of Xebec and so the "dark side". You can already bet that BB by the end will unlock his yami (most likely it is the yami) and become the "moon god" or something along this line. So BB is actually way above the "little" Roger - WB comparison.
