Blue fire is still a high level Class A heroes and they all have impressive speed, physical strength and body. Fire wise Dabi is quite better but physically Blue Fire is likely above him

That’s just the Hero Association being idiots. People like Blue Fire is the reason why Amai Mask decided to become a gatekeeper for letting A Classes in S Class

The powerscaling in OPM is weird though. Apparently just one Black Sperm cell is stronger than an average A class, so even the weakest S classes would be millions of times stronger than an average A class hero

Dabi’s fire is less limited.

I also strongly suspect AFO will power up Dabi enough with additional quirks and what not to defeat Endeavor and push EOS Shouto to extreme difficulty.
