Well, 1 of the reasons people picked W7/EL as favorite arc, it is because of Rob Lucci, the main villain.
Change the villain to clown like Kaido or BM instead of the intimidating aura of Lucci, rating for the arc will be different.
Rob Lucci carried the arc which is mostly agreed as best arc of the series.
Morgan was never relevant anymore. Rob Lucci keeps being relevant.
We have likes of Hatchan and Bellamy who turned into straight cheerleaders.
And the likes of Crocodile, Buggy who turned into tsundere cheerleaders.
But Lucci never gives up to Luffy's bullshit aura and still consistent as the enemy. When Luffy and Zoro teamed up with Lucci and Kaku, I thought Lucci would turn into another ally cheerleading Luffy.
But Oda respects Lucci too much instead of dickriding Luffy like usual old villains, first thing he tried is attacking Vegapunk and Stussy.
