Bounties are a "source" for you to measure strength but it's not entirely accurate or reliable.

Bounties does shows how powerful a person is but not because they have a higher bounty than than someone else makes them actually stronger than them, it can all depend on the person & there character that makes there bounty jump even higher than it suppose to like if they cause destruction, & kill many people while doing it. Like kidd pirates or the beast pirates they like destroying thing

Bounties can situationally imply power and Oda will usually go out of his way to highlight this for specific characters.

But on their own, that's not always the case. Not unless we think Pekoms > Oven when the manga outright showed the opposite.

Bounties measure notoriety. And for two characters who we already know are near equal the one with a higher bounty automatically gets the better portrayal.

Tamago and Pekomz travel around and wreak havoc much more than the veterans, would be my guess.

Pekoms probably got his bounty alongside Pedro during their nox days.
Pekoms and Tamago could have higher bounty than fuku and oven due to the fact that they already made their names even before they joined the yonko. They are kinda like how Jinbei is rated higher than Zoro and Sanji and would continue to be if Luffy wasn't getting the SHs in major conflicts every other day.

I guess Supernovae are presumably quite on the eyesight of the government after what happened to the celestial dragons for instance.

Bounties serve as a general indicator of the danger you pose as an individual. It is not a definitive power ranking BUT you will mostly see stronger guys as you go up.

For example, will you deny that the Yonko and First Mates bounties are related to strength? You won't ever see a character like Bellamy having a Bounty of 1 Billion.

Thing is, we are mostly judging based on the Worstgen perspective, we see the world through the eyes of the Straw Hats and THEY ARE NEWCOMERS. That's the main problem here, you can't accurately assess a rookie because they haven't done anything or done enough. They could be a powerhouse or a letdown, the Navy doesn't know that.

In summary, it is a strong indicator of might for veteran pirates and their personalities, without being too strict with the numbers, but not a good metric for the newer ones.
