If Garp was a pirate, I think he would have gotten a bounty around 5 billion, maybe a little less than Whitebeard's given the latter is the WSM.
Because if we use his feats as a marine for a what if scenario where he's a pirate, he would have gotten an impressive pedigree :
- defeated Xebec and his crew with Roger
- fought numerous the Pirate King
- were at least Admiral level in his youth (given the WG offered him in the past numerous time to be admiral)
- would have raised Luffy and Ace to become strong pirates and so, would have created the new generation of strong pirates.
Moria and Kuma, I don't know but Weevil and Doflamingo, I'm sure their bounties will be over the billions.
Both around Crocodile's, maybe even more given all the shits Doflamingo did in 10 years and given the hype Weevil got from Kizaru (I mean, Hancock got hype from Sengoku and see her bounty now).

I feel like we might see Doc Q or someone else rocking Moriah's fruit, I don't really see an updated bounty especially when post-timeksip it was still 320 million.
If he not only escaped being surrounded by enemies including 2 Titanic Captains on Teach's island while he was there then regained he strength from back in the day and grew maybe even a bit more from there, I could see him rocking a bounty comparable comparable his fellow ex-Warlords...but again, I don't even see him surviving when they straight up murdered Absalom and collected his fruit.

I doubt Doflamingo would be worth this much if he was free. The birdcage is a powerful tool indeed, but he was completely outclassed by Luffy's gear4. Same gear 4 that had trouble against Charlotte Cracker that needed Luffy + Nami to be defeated
