Baseline bounty for Admirals is 3bil. Only non captains that have a chance of hitting that bench mark are Zoro & Sanji imo.

There is an easy way of giving Shiryu a 3+ bounty. In addition to everything he has accomplished (off screen + Marineford + feats vs Garp) he is the Ex-Head Jailer of Impel Down. He only lost against Magellan, a guy who in my opinion is equal to an admiral (but only on duty 4 hours a day due to his stomach issues).

2 shichibukai + one top 3 RA-commander (Crocodile, Jinbei & Ivankov) were all scared shitless of Magellan, they didn't even want to fight him together. Shiryu also kept honest around Magellan, and we know how Magellan low diffed Luffy and BB.

So if BB pirates destroy Impel Down and Shiryu can defeat Magellan (best make it a fight outside of Impel Down because you really want space vs him and not a confined area) then I'd say it would make him worthy of a 3.1/3.2 bounty.
