Future Events Bring back pre time skip Usopp. He was more useful back then.

The thing about Usopp (and I get it but this has always kinda bothered me) is that while he's a great sniper he almost never does anything besides playing support

Which I guess is kind of the point given his role but like... damn

He contributed heavily in Dressrosa by playing support and he essentially did the same thing in Wano by shooting the Kibi Dango into the mouths of a ton of Gifters

The problem is due to the scale of the war his "support" felt irrelevant in the grand scheme

Like typically when Usopp is assisting the Strawhats he does something clutch that they couldn't have won without

In Wano the war was pretty much exclusively decided by the heavy hitters (or at least that's how it felt) so no one really cared about Usopp and Tama turning the tides down below

Unlike say Dressrosa where without his help Luffy and Law would've fallen long before they even reached Doflamingo

If it were up to me Usopp wouldn't even need a powerup just make him more... clutch? Like no one really complains about Brook because of how much he contributed in WCI and how much he helped Robin against Black Maria

It feels like both Usopp and Nami were set up to receive powerups after Wano though. I mean people drag Usopp but Nami got clowned against Page One and Ulti too. With Chopper extending his Monster Point and holding off Queen I thought it was time for the rest of the Weak Trio to evolve but alas...

When it comes to the mask he was wearing, he was the only person who could disguise himself as a Cipher pol agent. Therefore, he successfully helped in saving Nico Robin.

The headphones he has been wearing since his reappearance 2 years later goes with his sniper position, which I think matters more than his beginner level gardening skills.

But if you want to keep it more simple, just go with the classic Usopps lies will become reality route. There are still some interesting things he lied about to become real.

Usopp, Zoro, Kaku, and Killingham all share associations with giraffes.

In JP, "giraffe" & "kirin" are interchangeably used, as キリン refers to both. For example, Kaku was referred to as Kirin Ningen in the JP RAW and Giraffe Man in VIZ's translation. Since Zoro has already defeated Kaku, it makes sense for him to also defeat Killingham, the mythical Zoan-user counterpart.

Zoro's first meeting with Kaku was played as a gag where he mistook Kaku for Usopp. Later, Zoro wielded Usopp as a blade to temporarily fight Kaku (and Jabra). I don't think Usopp will fight alongside Zoro against Killingham, but I do believe he will steal Killingham's horn, which is likely inspired by the Norse mythological Gjallarhorn. With the horn, "God" Usopp could command an army of MMAS or Sleeptids against Imu and the Holy Knights.

I also believe the Huntsmen Village of Elbaph could offer a potential path of growth for Usopp. He has been associated with archery through various cover pages and color spreads.
