I guess Oda retconned this because the rs was not popular enough.
So he gave Sanji the same powers but without the suit.

Pretty much, since he destroyed the original. Judge may feel he still in debt with him but he is not doing a new RS or shouldn't have an extra. Is already odd that they had the first one.
